In other country you might need to get help to topup by meta support live chat (that's how i topup the cash to my account, not sure izzit special but somehow the support agent help me done it) Alternative option suggested by meta support agent (which i didnt try yet, because they topup for me) is to use a "US ip" with VPN during redeem the code.
